As the capital of the United States and one of the most influential cities in the world, DC possesses unique advantages that no other city can replicate. Yet too many residents struggle with housing costs, childcare expenses, transportation barriers, underfunded neighborhoods, public safety issues, and limited pathways to economic mobility.

My vision is simple:

Make Washington, DC the global headquarters capital of the world and use that prosperity to create the world’s first Dream City.

A city where every resident can afford to live, raise a family, build wealth, and achieve their full potential.

A New Economic Model for Washington

My administration will launch the DC Prosperity Partnership, a bold initiative designed to attract thousands of domestic and international companies to establish their headquarters in Washington, DC.

Instead of asking residents to pay more in taxes, we will grow our economy by creating the most attractive headquarters destination in the world.

Participating companies will join a transparent corporate membership program that helps fund public investment while benefiting from a stable, predictable, and pro-growth business environment.

Our goal is to attract approximately 3,000 corporate headquarters and generate more than $30 billion annually in new revenue.

A Fair Corporate Membership Structure

The largest and most profitable corporations benefit the most from operating in the political, diplomatic, and economic center of the world’s largest economy.

They should contribute accordingly.

Global Enterprise Partners

Corporations with annual profits exceeding $5 billion.

Annual Membership Fee: 0.8% of annual profits

Examples:

  • $10 billion profit = $80 million fee

  • $20 billion profit = $160 million fee

  • $50 billion profit = $400 million fee

Estimated Annual Revenue: $15 billion

Major Enterprise Partners

Companies with annual revenues between $10 billion and $50 billion.

Annual Membership Fee: $25 million

Estimated Annual Revenue: $10 billion

National Corporate Partners

Companies with annual revenues between $1 billion and $10 billion.

Annual Membership Fee: $5 million

Estimated Annual Revenue: $5 billion

Growth Company Partners

Companies with annual revenues between $100 million and $1 billion.

Annual Membership Fee: $500,000

Estimated Annual Revenue: $600 million

The revenue generated through the DC Prosperity Partnership will be invested directly into making Washington the most affordable and prosperous city in America.

200,000 Affordable Homes

Housing affordability is the defining challenge facing many residents.

My administration will launch the largest housing construction initiative in city history.

We will build 200,000 permanently affordable homes to dramatically reduce housing costs and ensure that teachers, nurses, first responders, service workers, seniors, young professionals, and families can afford to live in Washington.

36 Weeks of Paid Parental Leave

No parent should have to choose between caring for a newborn and paying the bills.

Washington will provide up to 36 weeks of paid parental leave, creating one of the most family-friendly cities in the world.

Universal Childcare at No Cost

Every child deserves a strong start in life.

Every parent deserves the freedom to pursue education, work, entrepreneurship, and career advancement.

My administration will make high-quality childcare available to every family at no cost.

Free Buses and 24/7 Metro Service

Transportation should expand opportunity, not limit it.

We will:

  • Make all Metrobus service free.

  • Expand Metrorail service to operate 24 hours a day, 7 days a week.

  • Invest in safety, reliability, frequency, and cleanliness.

  • Create one of the most accessible transit systems in the world.

$100,000 Base Salary for Teachers

Great schools begin with great teachers.

Washington will establish a minimum base salary of $100,000 for public school teachers, making our city the premier destination for educators nationwide.

$25 Per Day Student Success Stipend

Students in grades 6 through 12 will be eligible to earn up to $25 per day through attendance, participation, academic achievement, and community engagement incentives.

This investment will help improve attendance, reduce dropout rates, and create stronger pathways to success.

50 Nonprofit Community Grocery Stores

No family should have to travel long distances to access healthy food.

My administration will establish a network of 50 nonprofit grocery stores to eliminate food deserts, lower grocery costs, improve public health, and strengthen neighborhood economies.

The DC Sovereign Wealth Fund

Turning Today’s Prosperity Into Generational Wealth

Most governments spend every dollar they collect.

My administration will do something different.

After funding critical services and transformational investments, budget surpluses generated through the DC Prosperity Partnership will be deposited into the DC Sovereign Wealth Fund.

The fund will be owned by the people of Washington and managed with a long-term investment strategy designed to generate permanent wealth for future generations.

Instead of allowing surpluses to disappear into short-term spending, Washington will invest them to create a self-sustaining source of revenue for decades to come.

As the fund grows, investment earnings will help finance future public investments while reducing pressure on taxpayers.

Investing in Communities That Have Been Left Behind

Economic growth should benefit every neighborhood.

For too long, many communities—particularly in Wards 7 and 8—have not received the level of investment they deserve.

A significant share of annual earnings from the DC Sovereign Wealth Fund will be directed toward expanding opportunity in historically underserved communities.

Investments will focus on:

  • Affordable homeownership

  • Small business development

  • Entrepreneurship and startup support

  • Workforce development and apprenticeships

  • Public safety and violence prevention

  • Community health initiatives

  • Neighborhood retail and commercial corridors

  • Parks and public spaces

  • Early childhood education

  • Technology and innovation sectors

The goal is not simply to reduce poverty.

The goal is to eliminate it.

Eradicating Poverty Through Opportunity

Poverty is not an unavoidable feature of city life.

When residents have access to affordable housing, quality education, childcare, transportation, healthcare, safe neighborhoods, and pathways to wealth creation, poverty declines and opportunity expands.

The long-term mission of the DC Sovereign Wealth Fund is to permanently eradicate extreme poverty in Washington and ensure that every resident has a genuine opportunity to achieve economic security and prosperity.

Most cities manage scarcity.

Washington can create abundance.

A city where housing is affordable.
