From “Shelter” to “Stability”: A New Vision to End Homelessness

A city that serves as the 'Leader of the Free World' should not have residents sleeping in the shadow of the Capitol. We have the resources; we now have the blueprint. It’s time to bring our neighbors home. Under Mayor Khan, we will treat housing as a human right and prioritize providing stable housing followed by wraparound services. We will move away from the era of massive, impersonal, and depressing congregate shelters. True stability requires more than a cot in a gymnasium; it requires a front door, a key, and a path forward. Our plan seeks to streamline, optimize and integrate aspects of DC’s homeless service programs that have proven to be effective, with three "International Gold Standards":

1. The Japanese Model: Prevention & Livelihood Protection

In Tokyo, homelessness is rare because the system catches people before they hit the pavement.

  • The DC Rent Guarantee: We will scale the DC Flex program into a comprehensive "Livelihood Protection" grant. By providing flexible, rapid-response rental assistance to at-risk families, we prevent the trauma of displacement and the high cost of emergency services.

  • Employment-First Integration: Following the Japanese "Self-Support" model, we will focus on helping individuals re-enter the workforce and secure housing rather than long-term shelter dependency by offering job training and placement via public-private partnerships.

2. The Norwegian Model: Permanent Supportive Housing

Norway virtually eliminated long-term homelessness by proving that "Housing First" is the most fiscally responsible path.

  • Dignity-Driven Design: We will replace crumbling shelters with small-scale, high-service Bridge Housing. These are private, trauma-informed living spaces where residents can access mental health care and addiction services 24/7.

  • Ending the Revolving Door: When a resident has a stable home, their use of emergency rooms and the justice system drops by over 50%. We aren't just spending money; we are investing it to save the District millions in the long run.

3. The Innovation Engine: Modular & Rapid-Build

The District's housing crisis moves faster than our construction crews. We will adopt the rapid-build modular techniques used in Europe and California to create deeply affordable housing in record time.

  • 3D-Printed & Modular Communities: By utilizing city-owned land for high-quality, modular apartment complexes, we can cut construction times from years to months, providing immediate relief for the 0–30% Median Family Income bracket.

Why D.C. Can Lead the World

Washington D.C. is a city of neighborhoods, history, and resilience. Our approach acknowledges that homelessness in the District disproportionately affects our Black and Brown neighbors, rooted in decades of systemic exclusion.

Our "Global-to-Local" plan isn't about importing a foreign culture; it’s about embracing and adapting what works. And iterating and improving it. We will:

  • Protect Legacy Residents: Use "Social Impact Bonds" to fund housing that keeps native Washingtonians in their communities.

  • Enforce Anti-Discrimination: Strictly uphold the protections for unhoused residents, ensuring that a lack of an address is never a barrier to a job or a lease.
